Creating a Fairer, More Inclusive Rental Market

The Renters’ Rights Bill introduces reforms designed to create a more balanced and transparent rental market—particularly around rent reviews, tenant protections, and inclusivity.

Rent increases will be limited to once per year and must follow a formalised notice process. Tenants will also have the right to challenge any proposed increase they believe is unfair via the First-tier Tribunal, giving them more control and security in their homes.

The reforms also address long-standing concerns around discrimination. Landlords will no longer be able to apply blanket bans on tenants who receive benefits or those with children. These changes aim to create a more inclusive sector where prospective tenants are assessed fairly and individually.

Additionally, while landlords are not required to accept pets, the Bill introduces a new standard that they cannot unreasonably refuse a tenant’s request to keep one. Landlords will be entitled to request pet insurance to cover potential damage, helping strike a fair balance between tenant flexibility and property protection.
